Jesse joined BGM with six years of experience as an economist for the Federal Energy Regulatory Commission. A significant portion of her practice at BGM focuses on utility compliance with FERC requirements, including the FERC Standards of Conduct and Affiliate Restrictions, with particular emphasis on NERC Reliability Standards. She guides clients through the NERC enforcement process from audits to spot checks to self reports. She also has prepared comments and protests on behalf of clients in several NERC-related proceedings at FERC. In addition to her compliance work, she advises clients on wholesale power contracts, electric rate disputes and open access transmission tariffs.
In the oversight group of FERC’s Office of Enforcement (2002 – 2004), Jesse prepared and contributed to seasonal assessment reports, State of the Market reports and bi-weekly reports to the FERC commissioners on energy market trends and industry-related issues. In the Division of Audits (2004 - 2008), she participated in and led numerous regulated company audits, developed audit programs and provided technical expertise for investigations. She acquired additional FERC and state commission experience as a summer law clerk while attending law school.
Jesse graduated from the Pennsylvania State University in 2002 (Phi Beta Kappa) with a B.A. in economics and French language and literature. She received her Juris Doctor degree from the George Washington University Law School in 2008. She is a member of the Energy Bar Association, Women’s Council on Energy and the Environment, Penn State Professional Women’s Network and the American Bar Association. She is admitted to practice in the Commonwealth of Virginia and the District of Columbia.
