Joel became a BG&M partner after serving as Director of Compliance Enforcement for the North American Electric Reliability Corporation (NERC). In that capacity since February 2010, he oversaw enforcement of reliability standards by NERC and its eight regional organizations across North America. While maintaining NERC's vigorous compliance enforcement objectives, Joel sought to improve efficiency in processing reliability violations by focusing resources on reliability risks deemed most significant to the bulk electric power system and reducing administrative burdens associated with less onerous violations.
Joel previously served as the Director of Regional Operations in NERC's compliance and enforcement program where he had operational oversight of the eight regional organizations under delegation agreements approved by the Federal Energy Regulatory Commission (FERC). His responsibilities also included facilitating improved coordination between NERC and the regional entities and promoting consistency in auditing and compliance monitoring.
Before joining NERC, Joel was Assistant General Counsel for Federal Regulation at National Grid. He managed National Grid's legal activity at the FERC and the Department of Energy. On National Grid's behalf, Joel actively participated in the development of FERC policies on electric transmission, including tariffs, pricing, facility siting, interconnection, regional transmission organizations and regional planning. He also participated in FERC's implementation of the Energy Policy Act of 2005 and repeal of the 1935 Public Utility Holding Company Act, including policies on corporate mergers. From 2006 to 2008, Joel was National Grid's representative to and Vice President of the Working Group for Investment in Reliable and Economic Electric Systems (WIRES), a trade group dedicated to advancing electric transmission development.
Before joining National Grid, Joel was Vice President of Regulatory Affairs at Utilicom Networks LLC, a telecommunications firm specializing in broadband joint ventures with public utilities. He also held Counsel and Associate positions at a Washington, D.C. law firm that focused on regulation in the electricity, natural gas and telecommunication fields.
Joel received his J.D. from the University of Chicago Law School in 1990 and a B.A. degree in Government with distinction in all subjects from Cornell University in 1987. Joel's professional associations include the Energy Bar Association. He is admitted to practice law in the District of Columbia.
