Peter, who became of counsel to the firm in 1999, is a recognized industry leader in matters concerning generator interconnections. He served as lead counsel for transmission-owning electric utilities in the FERC Large and Small Generator Interconnection rulemaking proceedings. He works with both generators and transmission owners on generator interconnection issues. He has been focusing recently on the development of innovative interconnection procedures to adapt the interconnection process to the growth of intermittent renewable energy resources.
Peter also has extensive experience representing investor-owned utilities, municipally- and cooperatively-owned electric utilities and independent generators at FERC and before state regulatory commissions and federal courts. He advises clients on issues concerning retail and wholesale rates, power supply issues, contract negotiations, open access transmission tariffs and mergers. He regularly counsels clients on transactional issues and opportunities arising out of the ongoing changes in the electric utility industry.
Peter has represented clients in antitrust litigation involving issues of transmission access, interconnection and coordination access and the competitive impact of rates and retail competition. He has represented clients on various energy issues before Congress and participated on a state restructuring task force committee.
Prior to joining BGM, Peter spent more than 20 years in private practice in the Washington, D.C. area as a vice president in one firm and a partner in another. He represented both investor-owned and publicly-owned utility clients on issues arising out of industry restructuring as well as a variety of other energy-related matters before administrative agencies and federal courts.
Peter graduated from the University of Pittsburgh and received his law degree from the George Washington University, where he graduated with honors. He is a member of the Energy Bar Association and the American Bar Association. He is admitted to the District of Columbia Bar.
