On August 3, 2010, Carmen Gentile participated as a panel member on the National Regulatory Research Institute teleseminar entitled "FERC´s Proposed Regional Planning Rule: Small Step, Giant Leap, or Both?"  The panel addressed the Federal Energy Regulatory Commission's June 17, 2010 Notice of Proposed Rulemaking concerning Transmission Planning and Cost Allocation by Transmission Owning and Operating Public Utilities.
